I have assisted in the translation of the Child Rights Act, 2003 to Nigerian Pidgin, as well as the United Nations Convention on the Rights of the Child.

In 2004, I assumed office as Director of the Distance Learning Centre. At this time, the Centre had no impact on the financial and administrative operations of the University. In fact, it had only 800 students at a point and was unable to cover its financial needs. Under my leadership, DLC surpassed the PG school in contributions to the IGR of the University. In fact, at the end of my tenure, it had cash savings of over 800 million naira and significant assets and investments. DLC pioneered e-learning delivery, web based, radio based delivery, computer-based testing, student support operations in addition to developing and digitalizing 564 Courseware and Learning materials. Hitherto, there were less than 30 Un-digitalized and largely out-dated learning resources. Total student population was about 15,000. This is more than either of the undergraduate or postgraduate student population of UI. I engaged in extensive regulatory reforms, engaged in change management training, capacity building and program expansion (which increased from 6 to 38) with the support of Senate and Management. I mobilized academic and non-academic staff through credible and informed leadership to move the DLC from obscurity (derisively regarded as Siberia) to the foremost Distance Learning operation in Africa. DLC contributed enormously to and enhanced the positive evaluation of UI all over the world.

I have served in the draft committees of the Internationalization and Strategic Plan Committees for 2009-2014, the Internationalization component of the current review effort, the UI-College of Medicine blueprint Committee and major University-wide funding initiatives between 2002-2012. The following are some community and social service opportunities delivered in fulfilling the university mandate.


  • Translation of Child Rights Act and Child Rights Bill to Nigerian Pidgin (NINLAN/UNICEF).

  • As head of Linguistics Department, I facilitated the translation of the Nigerian Constitution to Yoruba (2002-2004).

Francis Egbokhare is a Professor of Linguistics and lecturer at the University of Ibadan. He has spent the last thirty years as a university teacher, researcher, activist, public commentator and social critic. He is chair and member of boards of many professional organisations and institutions among which are: Chairman Proposal Implementation Committee, proposed Dominion University, Proposed West Midlands University, and Member of Boards/Councils of African Languages Technology Initiative, Centre for Growth and Development, Institute of Development Association of Nigeria, Institute of Social Work of Nigeria, West African Languages Congress. He is President, Nigerian Academy of Letters among others. He has served in various capacities as Member of Council of UI, consultant, researcher and trainer in Higher Education, former Director of Open Distance Learning, former branch secretary, Editor and resource person to ASUU.

Francis is a systems person, with a keen and analytical mind. He is fiercely courageous and independent-minded. He has demonstrated a high level of personal integrity in his life and career in addition to showing a commendable level of courage and sacrifice in the discharge of his responsibilities. He is the recipient of numerous honours and awards. Apart from his academic calling, he is a public and motivational speaker, social commentator, a cultural activist and a writer who has authored the following books: Echoes and Chimes, Song of My Dreams, Christ Conscious Mind, Preying Mantis (Volume I & II), Introductory Phonetics and many others.
